Climate Resilience Planning: Training and Technical Assistance Cohort
Climate Resilience Planning: Training and Technical Assistance Cohort
The SNEP Network offers a cohort-based training and technical assistance series to support municipalities in climate resilience planning and project prioritization. Using the Planning to Action Climate Toolkit (PACT) to guide the training, this program provides hands-on technical support, capacity building, and opportunities for peer-to-peer learning and exchange of ideas among participating communities. The training is held virtually with six sessions over the course of five months. At the conclusion of the training, participating communities will have completed the PACT toolkit spreadsheet.
Following the training, communities will receive assistance in developing a Resilience Capital Improvement Plan (RCIP) – a practical tool that helps municipalities prioritize climate actions identified in existing plans and guide implementation and funding efforts into the future.
The SNEP Network’s training and technical assistance team consists of Throwe Environmental, RIDEM’s Regional Resilience Coordinators, Martha’s Vineyard Commission, Blackstone Watershed Collaborative, The Nature Conservancy of Rhode Island, Syracuse University Environmental Finance Center, Danica Belknap Consulting, Elizabeth Scott Consulting, Kimberly Groff Consulting, and the New England Environmental Finance Center.
Current Participants:
City of Newport, RI, City of Pawtucket, RI, Town of East Greenwich, RI, and Town of Gosnold, MA
The application to participate in the 2026-2027 cohort will be released early fall 2026. Check back here for more information or sign up for the SNEP Network mailing list.
Planning to Action: Climate Toolkit
The Planning to Action: Climate Toolkit (“PACT”) is a SNEP Network resource developed by Throwe Environmental, LLC to guide communities from the earliest stages of resilience planning through the latter stages of implementation and financing. PACT is an adaptation of the existing US Climate Toolkit. The SNEP Network project team used PACT as the framework for the training.
